ASK: Maryland Works, a mission-driven workforce development organization, partnered with REdCon during a period of growth to strengthen its internal people systems. While grounded in strong values and staff commitment, systems for performance management, talent development, and advancement were inconsistent and not scaling with the organization.

SERVICES PROVIDED:

Organizational Systems Assessment 

REdCon conducted a comprehensive review of performance management, talent development, and promotion systems through surveys, interviews, leadership consultations, and policy analysis. This surfaced key gaps and opportunities for alignment. 


Leadership Alignment & Strategy 

We facilitated structured leadership sessions to build shared language, clarify priorities, and align on a path forward across performance, development, and advancement systems. 


People Systems Design 

We recommended practical, scalable infrastructure, including: 

  • Standardized performance management framework  
  • Competency-based talent development roadmap  
  • Transparent career pathways and promotion criteria  
  • Salary structure and pay equity guidance  

Training & Capacity Building 

REdCon delivered targeted training and professional coaching (e.g., Managing for Impact, The Alchemy of Change) to ensure adoption, internal ownership, and long-term sustainability. 

RESULTS:

Maryland Works now operates with clearer, more consistent people systems that strengthen alignment, increase transparency, and support staff growth. 


The organization is better positioned to retain talent, advance equity, and sustain its impact—moving from fragmented practices to integrated, scalable systems.
